The method used by DTI to calculate numbers of households in fuel poverty is described in a methodology document and arrives at a figure of 1.7 million households in 2001.

The First Annual Report on the UK Fuel Poverty Strategy (March 2003) estimates that the number of households in fuel poverty in the UK have fallen from 5.5 million in 1996 to 2.5 million.
