Fuel poverty is affected by
housing conditions, income levels and the
cost of fuel. It effects the health, social
inclusion and household expenditure of those
living in fuel poverty. It was only acknowledged
as a specific condition by the Government
in 2001, with the launch of its Fuel Poverty
Strategy.

Information on fuel poverty,
its causes and impact, come from a wide range
of sources. Organisations working for the
eradication of fuel poverty, such as the National
Right to Fuel Campaign, NEA and CSE produce
papers to support their case. Academic research
extends knowledge to the benefit of campaigners,
industry and politicians. Government departments
provide statistical analysis of numbers in
fuel poverty and the impact of their remedial
programmes.
An early work, Fuel Poverty
- From Cold Homes to Affordable Warmth* by
Dr Brenda Boardman, provided what has been
described as "probably the seminal work
on fuel poverty" a comprehensive analysis
of fuel poverty.
